2035 Financially Constrained Long Range Transportation Plan (CLRTP) Planning Process

The Roanoke Valley are Metropolitan Planning Organization (MPO) is recognized as the official transportation planning agency for Roanoke, VA urban region as required by federal law. In order for the region to to receive federal funds for use on highway, transit, non-motorized, and multi modal systems, the MPO is required to develop a long range transportation plan with a 20-year planning horizon. The Long Range Transportation Plan is a long-range strategy and capital improvement program developed to guide the effective investment of public funds in multi modal transportation facilities. The plan is updated every 5 years, and may be amended as a result of changes in projected Federal, State and local funding, or other significant studies/plans. The Long Range Plan provides the context from which the region's Transportation Improvement Program (TIP), a short-range capital improvement program for implementing highway, transit, and bikeway projects, is drawn. The long range plan also has an active public involvement process.

The planning process for CLRTP 2035 is ongoing. CLRTP 2035 is projected to be finalized in February 2009. Public Participation: The Roanoke Valley Area Metropolitan Planning Organization (RVAMPO) has three primary public consultation channels the specifically concern the CLRTP 2035:Lady standing at electronic touch screen kiosk.

  • Electronic Touch Screen Kiosk
  • Neighborhood Association and Civic League Focus Groups
  • Community Advisory Committee (CAC)

The Electronic Touch Screen Kiosk has been deployed at a variety of locations that represent a diverse clientele. The Kiosk represents a direct public consultation technique that is ongoing throughout plan updates. A log of Kiosk deployment is provided at this link: Kiosk Deployment up to June 2008 . Staff has conducted focus groups at a variety of established neighborhood associations and civic leagues within the RVAMPO study area. According to the American Planning Association (APA) planners are encouraged to work with neighborhood groups and civic leagues in their public consultation processes because such groups typically include dedicated citizens who have volunteered their time and effort to community improvement and development.

The Community Advisory Committee (CAC) is the standing "citizen representation" body of the RVAMPO. The CAC is instrumental in all stages of the CLRTP 2035 development process.
