Downtown Evacuation Plan

The RVARC is developing a plan concerning the evacuation of Downtown Roanoke to sites within and outside of the region. Staff is coordinating with stakeholders such as: transportation officials, law enforcement, emergency responders, local officials, hospital officials and others to develop an evacuation plan that focuses on designating appropriate transportation routes and policies that facilitate safe and orderly evacuation. The evacuation plan will become part of the Emergency Operations Plan for the City of Roanoke.


Alleghany County Emergency Operations Plan

The RVARC assisted Alleghany County with an update of the Emergency Operations Plan (EOP). The purpose of the EOP is to describe the concepts and structures of response and recovery operation, identifies agencies with essential and support emergency management functions, and assigns emergency prevention, preparedness, response and recovery duties and responsibilities to departments and agencies. The Virginia Emergency Services and Disaster Laws of 2000 requires that state and local governments develop and maintain current EOPs in order to be prepared for a variety of natural and man-made hazards such as flash flooding, major river flooding, hurricanes, hazardous materials incidents, resource shortages and acts of terrorism.


Emergency Resource Directory

This directory is the product of a collaborative effort between representatives of the City of Roanoke, City of Salem and Roanoke County fire departments and Roanoke Valley-Alleghany Regional Commission staff to assist in the provision of emergency services in the Roanoke Valley. This directory contains emergency services contact information for local, state and federal emergency agencies, public and private resources and services, and community services available to assist emergency agencies and personnel.


Western Virginia EMS Medevac maps

RVARC worked with WVEMS Council to develop an atlas of medevac locations for western Virginia. Typically, EMS providers within the Western Virginia EMS Region have standing orders to call for helicopter transport of trauma patients within a 30-mile radius of a helicopter base of operation. Within the 30-to-60 mile band, a determination must be made whether to transport by ground or air to the closest facility. The maps will be used by emergency responders and included in the Western Virginia EMS Region Trauma Triage Plan.


Roanoke Valley Hazardous Materials Plan

RVARC is assisting the Roanoke Valley Emergency Planning Committee (RVEPC) in the update of the Roanoke Valley Hazardous Materials Plan as mandated by the Commonwealth of Virginia. The RVEPC is composed of the cities of Roanoke and Salem, Roanoke County and the Town of Vinton. The RVEPC serves as the focal point for the Title III Hazardous Materials activities in the Roanoke Valley. The plan is intended to assist government agencies, businesses and emergency response entities in their response to the release of hazardous materials in the Roanoke Valley.


Flood Prone Roadway Study

This plan is an update and expansion of the Rural Flood Prone Roadway Study developed by the Fifth Planning District Commission in 1999. The Rural Flood Prone Roadway Study covered the portions of the region outside of the Roanoke Valley Area Metropolitan Planning Organization (RVAMPO) study area. The 2007 Flood Prone Roadway Study includes the entire Roanoke Valley-Alleghany Regional Commission’s service area. The purpose of this study is to identify, compile, and map flood prone roadways in the region and to provide information on how to mitigate the loss of life and property, especially as associated with flooded roadways in the region. The flood prone roadways listed in this study include those identified as having a history of being flooded based on Information from the Virginia Department of Transportation, National Weather Service and/or local government staff.


Regional Pre-Disaster Mitigation Plan

The Roanoke Valley-Alleghany Regional Commission received funding from the Virginia Department of Emergency Management to develop a regional Pre-Disaster Mitigation Plan. The objective of this project was to develop a Pre-Disaster Mitigation Plan for the Roanoke Valley - Alleghany Regional Commission. The Plan focuses on natural disasters and their potential impacts. The Plan process consisted of public participation, risk assessment, mitigation strategy, and plan maintenance procedures. The resulting plan provides the localities within the Regional Commission’s service area with the necessary information and strategies to make informed decisions concerning hazard mitigation activities.
